COMMUNICATIONS TRAINING OFFICER (CTO) INSTRUCTOR

Prerequisite: Students must be employed to perform telecommunicator (dispatcher/call taker/supervisory) duties by a public safety communications agency.  Students must meet public safety telecommunicator qualifications and be current in continuing education requirements as outlined in Chapter 650.340 of the Revised Missouri Statutes and the Department of Public Safety Training Standards Act.

Course Description: Through lecture and practical exercise, students will receive the knowledge and tools necessary to conduct a performance based training and evaluation program for newly hired public safety telecommunicators.  They will know the basic principles of learning and the factors that motivate an adult learner to participate.  Students will understand basic training program requirements and the importance of standardized evaluation guidelines as well as CTO roles and the importance of CTO involvement to trainee success.  Students will learn how to develop performance objectives and on-the-job training programs.  They will understand trainer liability and become familiar with successful techniques for performance evaluation, trainee counseling, and establishing goals that are reasonable as well as measurable.

Students will be provided a sample training program, workbooks, forms, templates, and standard procedural guidelines that may be used to implement a CTO program or enhance an existing CTO program.  Students will also be provided the instructor’s lesson plan for this course in order to develop methods to certify local CTO per Chapter 650.340 of the Revised Missouri Statutes and the Public Safety Training Standards.
